🟢 Low Threat — Green
All departments operate under normal conditions.
- Class 2 and Class 3 weapons remain secured in vehicle gun racks.
- Solo patrols are authorized.
- Standard operations remain in effect department-wide.
🟠 Intermediate Threat — Amber
Indicates a higher-than-normal crime rate and elevated risk to public safety.
- Two-officer units are mandatory for patrol operations.
- Officers are required to request a 32 on all calls.
- Class 2 and Class 3 weapons should be deployment-ready and secured in gun racks.
- Air One is authorized for all air operations.
- SRU units may patrol with Class 2 weapons.
- Maximum of two SRU patrol units active at one time.
🔴 High Threat — Red
Indicates extreme violence, widespread criminal activity, or critical public safety threats.
- Class 2 and Class 3 weapons are authorized to be carried on officers’ persons.
- Air One and SWAT One are authorized for all operations.
- SWAT units are authorized to conduct patrols with Class 3 weaponry.
- Two-officer patrol units are mandatory.
- All traffic stops and calls for service require a minimum of two responding units.
- SWAT personnel remain on standby for immediate deployment.
⚫ State of Emergency — Black
Indicates total breakdown of public order, widespread violence, or citywide anarchy.
- Citywide curfews may be enforced.
- SWAT personnel remain deployed in full tactical gear.
- Maximum tactical readiness is authorized for all departments.
- Armed individuals presenting an immediate deadly threat may be engaged in accordance with department use-of-force policy.
- Specialized units and mutual aid resources may be fully activated.
- This threat level may only be declared by authorized high-ranking government officials or command staff.
